Aquadynamics/hull design

After wondering why so many developments on aerodynamics for cars, airplanes, golfballs and even swimmingsuits came up i started thinking about theories on aqyadynamic, other then just the hull shape itself.
I came up with lines of air-exhausts under the hull to destort the vacuum so it would take less effort to get or maintain a certain speed. (The air-exhaust might as well be water though since the mainreason is to destort the vacuum in places where this is most needed).
As happens with every idea, some time after thinking this out, the TH of Delft (a technical University of sorts) publiced a piece about research on the same item.
Bummer.
Anyway, does anyone know about developments like these to alter the underwater behaviour of hulls?
