The English are inveterate tinkers, and never more so than when it comes to boats. Their latest invention is either the world’s weirdest water toy or the coolest way to get wet and have fun. It’s called the Circraft, and it’s about nine feet in diameter. It can be powered by anything from a 9.9- to a 40-hp outboard, which is the only moving part on the whole rig, other than the driver.
